The Department continues to prepare for the launch of Behavioral Health and Intellectual/Developmental Disability (I/DD) Tailored Plans, which will provide physical health, behavioral health, long-term care, pharmacy services and unmet health related resource needs to qualifying North Carolinians under one plan.
After more than two years of intensive design work and stakeholder engagement, the Department is preparing to issue a Request for Applications (RFA) to seek Local Management Entity/Managed Care Organizations (LME/MCOs) to serve as Behavioral Health I/DD Tailored Plans and support the goals of NC Medicaid Managed Care. The RFA will include requirements for both Medicaid and State-funded services, as well as the evaluation questions that RFA respondents must complete and submit to the State to be considered for a Behavioral Health I/DD Tailored Plan contract award.
We are pleased to share for comment the Behavioral Health I/DD Tailored Plan Request for Applications (RFA) Pre-Release Policy Paper. This complements prior policy papers issued by the Department between 2017 and early 2020 and is intended to give stakeholders additional insight into Behavioral Health I/DD Tailored Plan design areas not previously addressed in other policy papers. This paper previews design related to the Behavioral Health I/DD Tailored Plan procurement process, administration and entity management, financial management and monitoring, provider participation/contracting, quality and other programmatic features.
