Members Absent: Wing Ng

I. Call to Order

Chair Alex McArthur opened the meeting of the Executive Committee (EC) and welcomed the members calling in.

II. Approval of Minutes

The draft minutes of the October 15, 2018 Executive Committee meeting were reviewed.

MOTION: Amanda Bergen made a motion to approve the October 15, 2018 minutes. Aldea LaParr seconded the motion. The motion was approved by unanimous vote.

III. Council Meeting/Member Survey or Agenda Review

Members reviewed the submitted surveys. They found that the shorter questions were very helpful since we received more responses to the survey than in the past. Most responses were positive. JoAnn Toomey related the staff debrief notes to the EC members. Amanda Bergen addressed one of the comments that more info, particularly with RFAs, would be helpful. She also asked if other committees were receiving question cards and Kerri and Nessie said they did, but not often. It was noted that there needs to be more consistency with the one-pagers that included funding and timelines. Aldea LaParr suggested that there be more time allotted for the committee meetings to allow for more questions and discussions.

IV. Conference Funding Requests

None at this time.

V. Personal Services Contract Review/Approval

None at this time.

VI. Ad Hoc Committees/Updates

None at this time.

VII. Other

Alex updated the members that the Executive Director position has been posted on the NC Government Jobs website and she will send the link to all the members soon for them to disperse to anyone they think might be interested. The position will be open through December and the EC members will be conducting the interviews soon thereafter, with assistance and support from the DHHS Human Resources office.

The proposed 2019 Executive Committee meeting dates were reviewed.

MOTION: Aldea LaParr made a motion to approve the 2019 Executive Committee meeting dates of January 14th, February 25th, March 18th, April 15th, May 20th, June 17th, July 15th, August 19th, September 16th, October 21st, November 18th, and December 16th. Cheryl Powell seconded the motion. The motion was approved by unanimous vote.
The members reviewed the revised proposal from the NC Empowerment Network and considered the Council’s authority given to them at the November Council meeting to approve funding.

MOTION: Aldea LaParr made a motion to approve sole-source funding to the NC Empowerment Network (NCEN) for up to $20,000 with required minimum of 25% non-federal matching funds for one year, beginning January 1, 2019 to December 31, 2019. Cheryl Powell and Nessie Siler recused themselves from the vote since they are on the NCEN board. Kerri Eaker seconded the motion. The motion was approved by unanimous vote.

Chris Egan updated the members on the progress of the portal submission from The Collaborative. On-going meetings are being held with the NC Treasurer’s Office, NC Division of Vocational Rehabilitation, The Collaborative and Council staff to discuss implementation of this training effort.

VIII. Adjourn

Alex McArthur thanked everyone for a successful November Council meeting, wished everyone a Happy Thanksgiving and asked for a motion to adjourn.

MOTION: Amanda Bergen made a motion to adjourn the meeting. Nessie Siler seconded the motion. The motion was approved and the meeting adjourned.
