Adonis Brown, Chair of the NCCDD 5-Year State Plan Development Ad Hoc Committee (5YSPD AHC) welcomed members and described the purpose of the meeting.

Melissa Swartz, NCCDD staff reviewed the state plan development process, facilitated discussion on staff identified themes from public feedback on the FFY2017 draft goals and objectives, and described next steps of the  NCCDD FFY2017 – 2021 state plan development.

The NCCDD draft FFY2017 – 2021 state plan goals and objectives were released for public comment December 2, 2015 – January 15, 2016.  The NCCDD received 76 survey responses. With only two survey respondents questioning the draft goals/objectives, public comments clearly endorse the NCCDD draft goals and objectives.

5YSPD AHC members agreed to review the original public comment submissions and provide input into the development of a written summary to be distributed at the February NCCDD meeting. AHC member feedback/input was encouraged but not mandatory. Contributions to the summary development must be submitted by Wednesday, February 3rd. A user-friendly version of the original public comment submission will also be available for NCCDD member review at the February quarterly Council meeting.

Participating committee 5YSPD AHC members discussed the importance of maintaining details of subtopics (e.g., assistive technology and aging caregivers) that are not specifically reflected in the broader goal or objectives. In response, participants recommend that details of public comments be “visually available” in an on-going manner for the FFY2017 - 2021 state plan.  This recommendation potentially extends the need for a 5YSP AHC beyond plan submission to AIDD (August 15, 2016).

The next meeting of the NCCDD 5-Year State Plan Development Ad Hoc Committee (5YSPD AHC) is tentatively scheduled to precede the May NCCDD quarterly meeting Monday, April 18, 2016 from 9:00 AM to 10:15 AM.

*OVERVIEW
Purpose
In the development of the NCCDD 2017 – 2021 Five-Year State Plan, this ad hoc committee will ensure the Council advances a strategic planning process tied to the requirements of sections 101, 102, 124, and 125 of The Americans with Disabilities Assistance and Bill of Right Act (P. L. 106 – 402; a.k.a. DD Act).

Activities

  1. Advance Council member engagement in the planning process
  2. Advance stakeholder input on state needs and the proposed plan
  3. Ensure collaboration with the NC AIDD Network and other partners
  4. Advance/ensure the use of data for planning purposes.
  5. Preview data results resources (e.g., handouts, power point presentations) prepared by the CIDD
  6. Ensure accessibility/understandability of all handouts, power point presentations prior to distribution to full Council
  7. Identify member engagement opportunities for live forums, distributing surveys, and soliciting input from community network partners
